The Austrian Parliament is delighted to be the first national parliament in history to co-host the World Conference of Speakers of Parliament, together with the Inter-Parliamentary Union (IPU) and the United Nations (UN).

Due to the critical time, the Fifth World Conference of Speakers of Parliament and the 13th Summit of Women Speakers of Parliament take place in two parts: the first was held virtually in August 2020 and the second in-person part is now planned to take place from 6-8 September 2021 in Vienna.

If you also plan to attend the First Global Parliamentary Summit on Counter-Terrorism, which will take place right after the Fifth World Conference of Speakers of Parliament on 9 September and is jointly organized by IPU and the UN, please find more information here.

In 2019, the Austrian Parliament was chosen to co-host the 13th Summit of Women Speakers of Parliament and the 5th World Conference of Speakers of Parliament together with the Inter-Parliamentary Union and the United Nations. Since then, we have been preparing intensively together for this world’s largest meeting of Speakers under the umbrella of the Inter-Parliamentary Union and the United Nations.

Unfortunately, the corona pandemic made it impossible for us to come together in Vienna as planned last year. Nevertheless, we have adapted to the circumstances and had a fruitful virtual exchange as the first part of the conference in August 2020. Video conferences and digital diplomacy cannot, however, replace face-to-face meetings and dialogue.

Therefore, it is a big pleasure and a great honour for me to invite Speakers and their delegations from all over the world to Vienna for the second part of the 13th Summit of Women Speakers and 5th World Conference from 6-8 September 2021. 

In times of a pandemic, which is a global challenge for our health and social systems, for our economies, security and the well-being of our populations, it is more important than ever for parliaments to move closer and try to tackle current challenges together. Parliaments play a crucial role in this endeavour. Therefore, it is essential that inter-parliamentary dialogue returns to a physical negotiating table, in order to have a direct exchange on all of these pressing issues.

The Austrian Parliament is delighted to offer this opportunity – together with the Inter-Parliamentary Union and the United Nations – in September in Vienna. Let me assure you that we will take all necessary measures to guarantee a safe and comfortable stay for our guests in Vienna. Our planning includes comprehensive security and health concepts to make this conference possible, despite the difficult times. And, of course, Viennese culture and hospitality will deliver the basis of the conference and be an integral part of the programme as well as the formal reception.

I therefore very much look forward to welcoming the Speakers of your Parliaments and their delegations in beautiful Austria soon.

In my capacity as President of the Federal Council, the second chamber of the Austrian Parliament, it will be a great pleasure for me to welcome you personally in Vienna in September on the occasion of the 13th Summit of Women Speakers of Parliament and the 5th IPU World Conference of Speakers of Parliament.

A challenging year marked by the corona pandemic lies behind us. It was a year in which international relations were subject to drastic restrictions. Virtual meetings are no adequate substitute for personal encounters.

It is therefore all the more important to resume multilateral relations in full and, above all, in person here in Vienna, for the benefit of our countries and in the interest of peace and sustainable development. 

As a representative of the Tyrol, my home province, in the Federal Council of the Austrian Parliament, I am fully aware of how important personal exchanges are. I cannot represent the interests and concerns of the Tyrolean population from the Tyrol alone. For that, the broader framework of the Federal Council is essential.

This also applies at global level, with the IPU World Conference providing the appropriate setting. It is only through parliamentary dialogue and exchange that we can address the global challenges of our time – as elected representatives of the population, as speakers of our national parliaments. 

I am proud of the fact that the Austrian Parliament, together with the IPU and the United Nations, has the honour of providing the platform for this encounter.

I am looking forward to meeting you all personally in Vienna in September.
